Das bedeutet, dass jeder König und Herzog erst zwei Slots haben muss, bevor einer drei haben kann, analog für höhere Slotzahlen. Slots können nur vergeben werden, wenn alle Herzöge ernannt sind, um Umgehungen dieser Gleichmäßigkeitsregelung zu vermeiden.
